[85447] many more reconciler changes - there was a goofy thing in the reconcile loop in ValidatorStrategy where annotations were being removed, but not added back - deprecated interfaces - changed temporary annotations to sub-type base markers again but they implement IAnnotationPresentation to prevent painting of the icon in the vertical ruler
