Partial fix for issues in https://bugs.eclipse.org/bugs/show_bug.cgi?id=240394. Doesn't address the central file-locking issue, but addresses: Problem of bad warnings thrown by JEM. Problem of putting non-NLS readable data into preferences. Also updates Facelets for internal changes.
