Bug 396247 - ImageDescriptor changes: * Make ImageDescriptors aware of DiagramTypeProviders, not the other way around. * Enforce the scope of ImageDescriptors, they should only be available for declared DTPs * Allow unrestricted access to the PlatformImageDescriptor Change-Id: I56dc2ca97eaf33e4b724cdf1fbd720f25b8f5cb0
