NEW - bug 357069: [collaborative work] ability to load a submodel from an incomplete figure

Moved core util code to load/unload from modelexplorer.resourceloading to core.resourceloading plugin.
Adapted code to also work with edit parts in selection and even partially loaded ones.
Added in diagram.common code actions to load/unload resources from an edit part.
