Bug 480000: [Deployment] Deployment diagram tests hang the build

Add API to the DropStrategyManager to suppress all pluggable drop strategies. Employ this in a new JUnit rule instantiated by the affected deployment diagram tests to suppress drop strategies and test only the core diagram (as generated) behaviour.
