Bug 405919 - [unity] support for osgi.checkConfiguration option
- got rid of computeCheckConfgurationMode method
- Changed storage to use factory construction to avoid operating on the module container before the Storage is fully constructed
- Moved the inCheckConfigurationMode call to be earlier to avoid unnecessary loop over all modules
- Added a call to refresh for discarded modules
