Make o.e.debug.ui plugin truly optional
This change hides direct access to o.e.debug.ui plugin behind an
interface with a NOOP implementation used if the debug plugin is not
present. It also adds back an explicit dependency on o.e.core.resources
and o.e.core.expressions plugins instead of depending on them indirectly
via the optional debug.ui plugin.
