2019-01-31[releng] Update the build for 2018-09Stéphane Bégaudeau1-4/+4
The Javadoc is no longer created during the build due to a regression in Java 9, 10, 11. See https://bugs.openjdk.java.net/browse/JDK-8205593 for additional information. The crux of the issue comes from the fact that after Java 9, the file package-list has been renamed into element-list.
