[482528] Make implementing IEEFTabbedPropertySheetPageContributor optional
Relax the requirement for a contributor to explicitly implement
IEEFTabbedPropertySheetPageContributor (and thus statically depend on
org.eclipse.eef.properties.ui): as long as it provides a contributor id
and an element testable against the current IWorkbenchPart, that's all
we really need.
