Bug 416676 - Enabling standalone p2 builds and document how to run the
build
eclipse-platform-parent is published to repo.eclipse.org and needs to be
used when a partial build is invoked. Tests failures need to be ignored
as the build is not complete yet. org.eclpse.osgi.compatibility.state
needs to be added to surefire when running standalone build.
